Stumptown is easily Rucka's most novel-ish comic (I have not yet read Queen and Country), which is a turn-off to some. That said, the car chase scene in Stumptown is also a gift to comics, so… I'll call this one even.
…I will say, the fact that this could be either Stumptown or Gotham Central is not ideal.
Stumptown? I quite enjoyed Stumptown Vol 1.
I've rarely seen a writer use that sense of inevitability so well. It feels like a horror film. You know something bad is coming, and you can't stop it, and you're not sure you want to.
I'm with you on Paper Girls. Vaughn does just enough to keep me curious, even as I realize it's not quite up to the level of Saga or Private Eye. But then there's Chiang's gorgeous art, so I cut it some slack.

Annihilation got me hooked on cosmic Marvel. I too am saddened by the inevitable dumbing down of the group. Those cosmic books used to be a pure sandbox of crazy ideas that got reined in the more attention was paid to them.
Couldn't get to the comics store this week due to Snowzilla, but I get Black Magick digitally, and boy howdy was that still good as ever. It's building gradually, but Nicola Scott's exquisitely rendered scenery creates such a wonderful sense of place that I can't complain.
I had one major problem with the show, and it had wings and no personality. And now it is dead. So… more good news!
