I don't understand. If someone makes a mistake while cutting my hair, I won't go to them again. Same with a pedicure. That logic applies whether they're licensed or not, and there's no need for a government board for bad hair.
That might make sense for things that require basic competency for safety reasons. I'm not sure why cosmetologists need to be certified for the good of the public health. I also don't see why someone who, say, wants to braid hair (like this lady) needs to learn how to pass an entire cosmetology exam just to braid hair.
