Great question! We've asked Rockstar a couple times; they say they're still working on them. I'm also surprised there's been no single-player DLC.

Nope. That's exactly the kind of mentality present in other developers / publishers that lead to making annualized versions of the game that, over time, feel more and more samey, which induces franchise fatigue.

They did say so by mentioning that he'd be "FREE" to those with both games. Meaning those without the two games would need to pay to for him. They never said he would only be available to those with both.

He's not exclusive to this deal, you know. I'm 99% sure he'll be available for purchase . You just get him for free if you have both games. Relax.

I think you are confusing PC games and movies with CERO-rated consumer games. They're regulated differently.
