It is astounding just the level of selfishness doing something like that, compounded with a lack of situational awareness.

Take pictures of the stopped vehicles including license plates and the drivers’ faces (so they can’t pretend they weren’t the ones driving). Then have them sent in “reeducation” or “work” camps. No half-measures.
