I think it's just more of a function of this show being about the Crowleys being the protagonists and as such it would be a less compelling show to watch if they were nothing but pure, spiteful, snooty assholes all the time. If they come up against an antagonist, the antagonist has to look at least slightly less…
I like that she's so bloodless and practical, it often cuts through fake bullshit. But she's obviously also callous to a fault and, yeah, spoiled, but that last one is hardly her own fault.
