Plus, he’s not even right. Double jeopardy applies to the military justice system as well. Yes, we could punish you via administrative actions for what happened (discharge, letter of reprimand, bar from re-enlistment, etc.), but you can’t be punished in legal proceedings for the same offense. And your civilian job…
