This was the season premiere after they won an Emmy for best drama. They were at least still trying for a good story at that point. Don't use nukes should be the lesson from them.
24 had a nuke go off and kill an actor Arrow has killed in the same episode. They moved on right away. No time for thinking about your actions.
It is a fine show. Weak episodes for sure, but also some really good ones. Enjoy.
