I said it last week. This episode takes place when Oliver was in Starling 2 weeks ago. He always had a plan. None of his friends are in a cell when this episode happened.

Next episode of The Flash happens before this episode of Arrow. We see Oliver explaining how to Barry how to help his people. Then we watch Arrow and go OOOOOO.
