That's exactly how I interpreted it. It's such a great story/plot really, I don't get the people who say SoTC has no story. There's more than enough exposition in the cut-scenes in the beginning, middle and the end. Also, the world, the actual game play, animations and mechanics tells you more than enough to fill in…

I don't see why this should even be done on TV if they are trying to target games or people who care about announcements/dev interviews and new gameplay footage.
Whenever any sort of representation of the games industry is hamfisted into "old media" formats like broadcast television or movie adaptations it's always awkward as hell and mostly just pisses people off.
Not counting anything that's ever been on PC, this is probably the most "next-gen" looking game I've seen so far.

A lot of people seem to be pointing that out, and yes it's true. But I think the joke here is "what if video games had upworthy headlines", as in, let's assume video game worlds and video game characters are real. Video game COVERAGE already has upworthy headlines, just not video games themselves.
