My impression is that it’s a sort of more objective oriented Battle Royale / Hardcore mash-up style mode from the screenshot tracking the number of players left. I would expect that 24 players are only ever in a match together for a lot less than two hours, especially in PVP, but it really depends on how they scale it.

I want to say Midtown Madness 3 or one of the first 3 Burnouts (something from that era, at least) did this as well. I think they also had big chevrons and visible walls though, so it was more a thing that also happened than something you were actually supposed to navigate by.
