I watched the video; that is definitely what he was saying. Graham is not stupid; he knows that if the possibilities turn out to be that one of either Barack Obama or Donald Trump was being idiotically careless with the law and his words, the answer is it was Donald Trump.

It may be more surface level than that - essentially saying, “Hey guys, are you sure you want to poke at this? You know what’s going to happen.”
