Shame on me - I didn’t look closely enough at the pics before posting. You are right; rebuilt is fine but POORLY rebuilt is a whole different matter. Hell, you can re-build a car to better than original especially with an 80s machine.....but that poorly re-assembled indicates alot of questionable stuff.
I voted NP because it’s a clean 32 year old e30, 5-speed, IS version. A rebuilt title at this age is not the end of the world in what is a 4 digit price tag....not ideal either but let’s assume it looks well re-built on a lift for a second.

This is a NP. These are amazingly capable on-roaders and off-roaders, albeit extremely expensive to own if you have a professional repair and maintain it.
