A small bust in a dress is 33" and I cant fill that out. Plus XXS and XS are unheard of. Geez maybe there are small American girls out there who have 28", 30" and 31.5"…

Same. I have a 28" band measurement and im wearing a 30F bra thats leaving welts on my body. Id rather not wear ANY bras. Its just boobs they sag.
