I think the automakers are pissed off because they made plans and investments to hit the goal by 2030, and now that it has been pushed back by 5 years their money could have been spent in better ways. BMW, for instance, might not have spent $600M on their Oxford plant if they knew the goal posts were being moved.

As far as I’m aware, if you buy the option with the car, it stays with the car for the life of the vehicle, even as the car is sold. From what I’ve seen though, FSD adds little to nothing to trade in values, so it’s not money well spent if you don’t plan on having the car for a long time.
