Brooks Brothers would be a good option. Off the rack they have slim and extra slim cuts and no doubt he could find clothing more suited to his frame. I'm a scrawny dude like him and I was pleasantly surprised at the variety of cuts they offer.

Iamnivek is correct. You can't take over the air broadcasts and retransmit them without compensating the networks, unless you're like Aereo and install individual antennae at a central location. Comcast, Time Warner, Dish, etc. all pay the broadcast networks a fee to carry their signals.
