Guessing balloons staged at different heights to indicate wind speed / direction at the various heights. Probably heights related to the inflated weather balloon taking Felix up. But that's just my guess.

The report was that toward the top of the weather balloon's fully inflated height the winds were above the safe range (I think they said ~18mph).
