I really wish that weight limit on LATCH were higher. My kids hit that at age 2 and the seatbelts just don’t hold the seats in as tightly, imo, unless triggered and tightened in the event of a crash.

What you describe in your final P is basically just a regular car seat. A 5-point harness for the child with either the LATCH system or seatbelt through the back of the seat.
