You have a lot of very bold claims without any evidence to back them up. Thug? How do you know this guy was in a gang or actually sold drugs or did criminal activity?
As a former rider myself, I would say he might be doing 35 mph tops (more likely 25).
That’s still pretty fast for riding on a GOD-DAMNED SIDEWALK. Former rider? You were probably one of those squids on a crotch-rocket splitting lanes at 110 mph.
His death is one of a limited list of predictable consequences when attempting to evade arrest. Unfortunate, and need not have happened, but, it’s not a tragedy.
That’s not a “death penalty”. That’s a “killed himself by making stupid choices”.

Oh please. The thug on the bike is responsible for his own death. If I saw a thug on a bike speeding down a crowded sidewalk that I was on, I’d have hucked something at him too. I’d like to point out that he was going fast enough to get killed in the crash, he could have killed one or more people himself.
Not to justify tossing the cooler, but, there is no theory here - riding any motorized conveyance at a very high speed on a busy city sidewalk absolutely puts the pedestrians unfortunate enough to be in the area at serious risk of injury or death.
