It’s not two personal fouls, it’s specifically two unsportsmanlike conduct (UNS) or unecessary roughness (UNR) penalties. I thought that’s what the NFL is trying to enforce. Not all personal foul penalties have violent intent; facemask (for the most part) and horse-collar tackle calls come to mind. Facemask penalties
