Maybe. But even that is in part due to manufacturing companies divesting themselves of all the costs they used to incur by training new employees. With so much draw down in the field there was a surplus of people with knowledge supplemented by those seeking out training.
For unskilled labor yes. But this article is specifically relating to truck drivers with special hazardous endorsements. Let’s say the trucking company isn’t cheap - they offer to pay for all the training and $1 million bonus for each driver.
1-6 months to train the driver, pass exams etc..
