I’ll take Red Skulls word for it that it was in Odin’s treasure room. (not sarcastic, that’s a valid point) We’re told Odin possessed the Tesseract at some point.

The item brought to Earth from Odin’s vault in Thor (2011) was the Casket of Ancient Winters. The Tesseract/Space Stone first appeared chronologically when the Red Skull finds it during the events of The First avenger/WWII.
