I think part of the problem with Age of Ultron is that it is the most self-contained Avengers movie. Ultron is created, hatches his evil plan, and is defeated all in one movie. While also introducing Scarlet Witch, Quicksilver, and Vision, and letting Hawkeye actually be a character.
