Forget about the ultraviolence and child porn for a second... Kite was just really boring. It had no semblance of a plot whatsoever. If it had been live action, it would have been straight to dollar bin DVD.

I believe it has to do with concerns about venereal disease and/or possible violence against the girls. Not that foreigners have a lot of venereal diseases or are more likely to be violent against women, but perceptions are all that matters.
