His license is obviously valid as much as Louisiana or any other state mentioned, but Texas law does require a person to get a Texas DL within 90 days of establishing residence in the state. So if the gentleman actually is a Dallas resident and has been for more than 90 days, he’d technically be in violation.
This is only slightly less stupid than the idiots who think New Mexico isn’t a state.
