If it were truly up to Trump, he would let all of CA burn. Not only was it CA that gave Hillary over a three million vote lead in the popular vote, nearly all of his most vocal critics either live in or are based out of CA. 

I know this has become a meaningless excercise to ask this, but imagine the shit storm that would occur if Obama/Hillary/literally anyone else but Trump skipped going to this grave site on the 100th anniversary of the end of WW1?!
