No, he didn’t literally say that. Where did he say specifically a random person? What he said was missing key detail, I agree, but claiming his comments are specifically racist (as this article is doing) is jumping to a conclusion.

Neeson clearly wanted to kill THE rapist. It’s not that he just wants to kill any person - in his mind he likely would convince himself that this random “black bastard” that wanted to fight him would also somehow be revealed to be the person that also attacked his friend.

He never says he wants to kill “black bastards” - he specially was hoping to run into the specific bastard for which he only knew was was a black man.

You can play games without non-critical patches if the developer/Platform holder allow you to, yes. But if the patch is considered critical by either of them, you will be stopped in your tracks and asked to download and install the latest patch before playing the game.
