Because it’s more accurate. These people are experiencing something, homelessness, but not having a home isn’t their identity. It is a (hopefully) temporary thing they’re going through, or went through in Halsey’s case; a “homeless person” isn’t who she is/was as a human.
I think it’s an attempt to avoid dehumanizing them, by acknowledging they are people in a situation, and not merely their situation.
