I get your points. Biden does not have infinite power. He’s operating on a slim majority.

When the President of the United States takes a stance on an issue, people listen. Period. Full stop. 100% of the time. It doesn’t mean things change, but it does mean people start talking about it.
Biden needs to be pushed harder, I wish the White House would more forcefully address abortion, but let’s be realistic. Manchin wouldn’t just ignore any bully pulpit-ing, he would welcome and campaign on it.
