I get this so often, and I was born, raised and still live in California. I also get a lot of “Your English is so good, you must have been a baby when you first came to America.”
This was not a rational decision, I’m sure. I manage a popular restaurant in a big city, and similar restaurants are hugely dependent on tourists for sales. So it definitely wouldn’t make sense to turn away “non-citizens” (let alone ANYONE who’s a paying customer!).
