100% agree here, the Feds put PREPA in the position of weakness and I’m certain no other company would come near it at a decent price without federal assurances. All the Feds had to do was guarantee payment and PREPA could have negotiated from a better position.
Not defending them, it seems high and probably is, but you also have to factor in insurance (these are contractors so I mean liability, injury and errors and omissions, not health or disability), taxes, and probably the biggest is travel and expenses for the crews, plus of course profit. For me the key part of this was his recruiting coach was fired before he played even a scrimmage. If a coach is fired, incoming freshman should have a chance to bolt with no penalties.
