I think anyone with the Valve Index headset or controllers, regardless of purchase date, get the game. There are special items for people who purchase them in 2019, but it appears the game itself is not limited to that time frame.
You’re kidding, right? The Echo Isles certainly exist in Classic, right off the southeastern coast of Durotar, across from the troll starting area. I play a troll in Classic. It’s there, complete with annoying troll mobs that I certainly could’ve killed two levels under them if they didn’t heal themselves.
In the “prequel” mission in Wildlands, we learn Auroa is a private island/archipelago owned by the Skell Technology. Skell is moving all its employees to the island. There will still likely be civilians (Skell employees).
Game play and graphics can be handled separately. 2D graphics can use 3D game play (Paper Mario) and 3D graphics can use 2D game play (what I think Smash tries to do but somehow failed here).

Shadow Tactics encourages you to quick save often, even throwing a clock on the screen a minute and a half after your last quick save, reminding you to quick save again. While meticulous planning and perfect execution will let you succeed without reloading, the game is built with quick saves/quick reloads in mind.
