The automobile part is fine. Even the discussion about the penalties are fine. Before you “WTF” on first gear you should probably re-read it. As Raph says (and as the headline which I’m sure he didn’t write himself ignores) the drivers are only entitled to any payment at all as part of a bounty system (like how if you whistle-blow on tax evaders to the IRS they give you a cut).
