Wrong tool for the job. Industry standard is to NEVER use a piece of equipment like a trackhoe/backhoe around a live pipeline like this. When digging around a live pipeline you use a giant pressure washer and vacuum to suck up the mud to prevent this very thing from happening.
Sounds more like we need more pipelines. Having 100 million drivers rely on a single point of failure for fuel delivery seems like a major issue.
