LOL, the bicyclist isn't obligated to keep up with the speed of traffic. He needs to follow the rules, and act like any other vehicle on the road, but its speed will obviously be lower than cars'. But you DO NOT ride a bike on the sidewalk.

I've been watching this under construction for some time in DUMBO, nice to see it slinging some of the frozen stuff. Also, if you think this current spell of weather is unfortunate, please check back in a month from now.
