Yes, exactly. Part of the joke is also that they took something that is usually non-diagetic (ie not a part of the in-game world), and made it diagetic in a funny way. Sort of like how some games punish pirates with chicken hats or whatnot

I mostly disagree with that. When they see an issue that needs addressing, they often do so in a clear way. Now it is true that sometimes, the message is ‘a pox on both their houses,’ like with the Game of thrones/console wars episodes. Sometimes its clear and they are on one side, like with the family guy/islam…

But it sometimes is about clear messages. Their message to Scientology was clear, same with the NCAA, the network censors, truthers, Bill Cosby, and so on. They do take clear positions sometimes, why are you so down on it here?

In order for that to work as a ‘joke,’ they would need to signal it in some way, such as with the examples you give. If it’s just a straight-ahead difficulty slider, then that seems like a clear message
