It's pretty disingenuous to act like this is another case of fetus hysteria. The law comes into play when a baby has been harmed.
First, it's not like anyone should believe anything they read in the Oregonian. It is pretty much a tabloid at this point. Second, the baby was born in an apartment, which is exactly the sort of situation this law encourages.
The best way to treat this is the same way we treat any addiction: therapy. And we know that people don't go to therapy if they're afraid of punishment, which this policy is, and is therefore more likely to increase the number of addicted newborns than decrease it.

I am excited about this. I have rolled my eyes about Kristen Stewart many a time, but a reviewer whose opinion I respect said that she is great in this and should have been recognized at Cannes. Juliette Binoche is always tremendous. And it's written and directed by Olivier Assayas. This is going to be worth watching.
This movie is guaranteed to pass the Bechdel test. Maybe there won't be a male character in the movie at all. That would make this movie pass an even stricter test, an extremely rare one. :)
