I think you might be surprised to learn that a lot of western games and movies outsource concept design and asset creation to china and there is a lot of incredible Chinese artists.

most stuff get copied for purely capitalist reasons. Usually there is a businessman, who rather than spend money on design work, simply steals the design or buys copies of the molds/plates or whatever from the cheap factories that western businessmen use.
