This is exactly why environmentally conscious people buying hybrids doesn't do as much good as if those Hybrids were put into use in transportation, security, shipping, or taxis. If I was a train owner/operator I would electronically limit the speed of the trains for each section of track, with a manual over-ride that operators could use in emergencies. Why couldn't you map out the different speed limit zones, and with GPS have the train computer control the top speed allowed? Sounds simple…
