I think they "buff" your legendary chances on your first X number of packs; the first time I dropped $20 on packs, my sixth pack in had both Nozdormu and Sylvanas Windrunner.

I came into this article thinking pretty much the same thing...
But I can't say that I'm disappointed in these - they're faithful to the original designs, and simply are the traditional final evolutions with an extra coat of badass.
