When the law enforced disproportionately toward motorcycle riders (e.g. there is a different speed threshold to be cited for speeding because a person happens to be traveling on a motorcycle), this is a clear case of targeting people riding motorcycles. It's not a lie, its a tactic. Cops are taught that the first thing they should do when dealing with a citizen which they may have to potentially hassle, question or even arrest is to make that person feel like the cop is on their side.

..."The slightest infraction" is officer code for, find a reason.

The cop was obviously making up some bullshit along the lines of 'hey, I don't want to stop you, but the guys uncle is a hardass so I have to'. Pretty standard police tactic when dealing with people they're hassling. I've heard variations on it a million times.
