well think of it like movie/music, it's legal to make a burned CD or DVD for your own use as a back-up (incase of damage to original etc..) so ROM = burned CD for digital media

go with a rasberry pi, it offers more freedom if you ever want todo any computing or use as a dedicated device for something else like smart tv or something, and offers about the same performance (when it comes to most older emulators like SNES,NES,Genisis, GBA, NeoGeo, MS-DOS, Apple II...)
