If I got into trouble at school, broke curfew, or even seemed a little quiet or distraught, they'd sit me down somewhere and ask me what was up. Oh I agree. Most likely the kid has some sort of mental issue. High functioning or no, a responsible parent should be able to pick out strange behavior in their child. Because if someone DID have that talk with him he would've known that A. Incest is wrong on a bunch of different levels and B. So is raping someone. I don't know about you, but "when you're in love and she's ready to" was something that stuck with younger me after having the sex talk with my parents.

This is absolutely 100% the parents fault. Either they didn't properly explain sex (to a 13 yr old boy ffs!), were oblivious to what their child does during their spare time, or were so far removed from the child that they couldn't see he needed professional help (therapy). They can start by at least ACTING like parents. The sex talk should take place before 13. This is a parenting failure, not an ISPs policy failure.
