A per kWh tax gives the incentive to drive less AND drive more efficiently. But, in reality, it is just more fairness in taxation when it comes to road users. 

I agree — collecting the data is an infringement one way or the other. I’m just saying the electric car can give kWh or miles, so using the kWh is more “fair”. If someone is charging from home using solar, great, but they are still using the roads and government infrastructure, so they certainly ought to pay something
