For those who are still deciding, this is a really excellent website about the making of title sequences: http://www.artofthetitle.com

I was under the impression that anything under water past a certain number of miles from shore was considered international.

It is supported on multiple levels. They have basic characteristics of mammals such as warm bloodedness, some hair, suckling, breathing air. Their skeletal structure shows the vestiges of land walking. Their genes show a common ancestor. Etc.

Hopefully by the time it becomes an issue, our ethical, societal, and psychological progress will have advanced enough that most crime is dealt with on a preventative and reform active basis.
