“They” has never been explicitly plural. It’s always been the properpronoun for a singular person of undetermined gender.
It’s not that they are just homeless, they also have mental problems no shelter can address. They need to be sent to other hospitals were they can be treated for addiction and severe mental problems a lot of them have.

Except T’Challa wasn’t going to “leverage Wakanda’s wealth and knowledge to improve black lives globally” until Killmonger convinced him it was the right thing to do. Killmonger is the bad guy, but he’s actually right about the mistakes Wakanda has made in the past and continued to make until the very end of the film.…
