It should be criminal, with hefty fines, all shared among the parties that know or should have know, for flooded / salvaged cars to be resold with cleaned titles.
Yeah, so Amtrak has about 1400 passengers cars which hold at most 90 people each. In order to evacuate 2 million people (less than 10% of the population of Florida) it would take 16x more passenger cars than Amtrak owns. So I don’t think rail is how to do it at all, buses would be better than rail.
If you can’t refuel your gasoline powered car because the station is closed, you’re not going to have a long range either.
At some point, SURELY some people will start to realize that building and buying houses near the FL coast is a pretty bad idea. When I was a kid the only older houses I recall seeing near the beach were ones made out of concrete and cinder blocks. None of the newer McMansions they built ever since will stand a chance.
I doubt many of them are smug. They have their own worries around getting a charge somewhere. A full charge in most EVs might get you to GA, assuming you don’t run the A/C. But the problem is the part of GA where you’re going to be stopping for a charge is also experiencing flooding.

The wild thing is how quickly the highways devolved. I was just in Florida on Saturday and the roads were clear, same with Atlanta when I was driving through on Sunday. By Monday, I heard from my connections down south that I-75 turned into a parking lot, which is nutty. Seems I somehow got in and out of Florida…
I’ve owned all kinds of vehicles dating back to the late 1970s, and my bought new 2006 Honda Element EXP 5 speed manual is the best, most versatile vehicle I have ever owned or expect to ever own. Its only flaw has been that the seat fabric wears out.

A normal car to see around my neck of the woods is a CUV. And one model in one color stands out.
