Definitely has a time limit. The episode where he had to stop the nuclear explosion made that very clear. He couldn’t keep it up and was damaging himself by staying in flash time too long.

I have just gone with the idea they presented a few episodes back. That since The Thinker now has the “good luck” power then any attempt Flash would do to quickly capture/stop Devoe would result in him being met with some kind of bad luck (slips, some object falls in his way, etc.).
