The joke refers to how many white people see black kids as MUCH older and more physically intimidating than they are. In this comment’s case, a damn infant being perceived as 7 foot tall black man who is endangering his white adoptive parents from his stroller...

it’s just that the trend these days (not to mention the royal protocol for clothing) is for longer hem lengths.

I agree she wears a lot of ill-fitting clothes which is a shame (see pic I posted in a comment above) - I’m a big fan of Meghan herself, but personally not a fan of her style.
