It becomes a matter of gameplay vs realism. If you could do what you did realistically no law would ever show up, which would make the game too easy and boring, as you could just grind train robberies for lots of cash with no real risk.

There’s too many good games that are butchered by the masses. AC Unity, Watch_Dogs, ME Andromeda, Fallout New Vegas. Granted most launched with grievous bugs, but they’re also some of the games with the most ambitious undertaking, that shines once the bugs has been squished.

The game’s sense of justice is really screwy. I stop to help a stage coach driver and his passenger who are being robbed by rival gang members. I kill the gang members, save the day. Some random passerby witnesses the event and he turns me in for murder. What the hell? Why doesn’t the account of the other two…
Alternative: ignore looting the bodies, grab cash and gun, run like hell, have tiny bounty.
I’m in like chapter 4 and just saw this pop up when back in Valentine. Got a little weird ? I hadn’t seen before behind the shop. Haven’t tried to rob it yet though either. Some stuff seems real random on when it shows up cause I’ve been all over that place prior to to seeing it last night.
My experience with this robbery:
Get pharmacist to unlock door.
Try to hold up rival gang members.
Get shot at.
Shoot rival gang members. End up shooting woman in room because she pulls a shotgun on me.
Clean out room.
Grab Schofield.
Shoot my way to freedom, cursing the rising bounty the whole way.

Well aside from the fact that there are numerous characters who arent seen or mentioned in the first game, so ypu have no idea what happens to them... that seems like a silly argument. Its glaringly obvious who will live and die in the vast majority of movies, books, and television shows. Do you not like any of those?…
To be fair, there are a significant amount of gang characters who both don’t die and aren’t mentioned in the first game.

I was also a big fan of the first two (mostly the first) but have very little hope for the third entry. The total lack of buzz around it is very concerning. Hopefully it sneaks up on us but I doubt it.
