I don't know about UK, but I think the city of London is allowed to film you, but not to make those pictures public. Still creepy, but at least those movies of you walking on a street will never appear on youtube.

I think we need stronger privacy laws. In some countries in Europe it's forbidden to publish an individuals image without their consent (with exceptions for 'people of public interest' etc.).
